Transparency of local public administration in the Republic of Moldova by implementing participatory policies
The CONTACT Centre announces the implementation of the project “Enhancing the Transparency of Local Public Administration in the Republic of Moldova by Implementing Participatory Policies” in the period February 2018 - January 2020, funded by the United Nations Democracy Fund (UNDEF). The project aims to increase, in a participatory manner, the level of transparency in the activity of local public authorities through the elaboration, promotion and adoption of local public policies; the elaboration and implementation of local plans to deepen transparency and ensure citizens’ access to information of public interest.
The main objective of the project is to increase the transparency of LPA by elaborating and implementing local plans to deepen transparency and to ensure citizens’ access to information of public interest in 10 localities in the Republic of Moldova. In the new project, the emphasis is on active citizens and NGOs involved in drawing up the local action plan with the local authorities.
Three main outcomes are expected within this project:
1) Creating a sustainable dialogue between public associations and local public authorities on transparency policies;
2) Increasing the capacities of at least 150 civil society members from 10 target communities in the Republic related to the elaboration and monitoring of local policies for transparent public administrations;
3) Increasing the degree of openness and accountability of local public authorities in 10 Moldovan communities.
The main planned activities include to:
- Create active citizens’ groups together with local civil society organizations;
- Develop plans to deepen the transparency of localities and to ensure citizens’ access to information;
- Conduct studies on the level of perception of transparency through the implementation of participatory policies in the LPA in the 10 target communities;
- Offer mini-grants to local NGOs in the target communities;
- Organize and implement advocacy campaigns on topics selected during the project;
- Organize the Contest for the best implemented local transparency plan;
- Carry out a media campaign on the transparency and accountability of local public authorities.
The project will be carried out in 10 localities with a population of between 5,000 and 10,000 inhabitants from all regions of the country.
The main beneficiaries are NGOs, LPAs and local initiative groups.
